Commissioner of Oaths
A commissioner in the Province of Ontario holds the authority to administer oaths or declarations while executing an affidavit or statutory declaration. The city clerk or their assigned representative acts as commissioners for the purpose of taking affidavits, as granted by the Commissioners for taking Affidavits Act of 1990.

It is important to note that a commissioner for taking affidavits, also known as a commissioner of oaths, differs from a notary public. Commissioners are specifically empowered to administer oaths and receive affidavits. To proceed with signing an affidavit, the individual must present a government-issued identification document that includes a recent photograph and signature, such as a valid driver's license. Additionally, the signing process must occur in the presence of the commissioner.
